Who is eligible to the emergency payment?

Emergency payments apply to every person that resided in the city of Brumadinho or who resided within a 1km radius of the Paraopeba river channel, from Brumadinho to the city of Pompéu.

What are the documents required to prove eligibility?

Registration, up to the dam breach date, with the following entities: Electoral Court, enrollment in schools or colleges, Cemig, Copasa, healthcare units, Emater, Municipal and State Agriculture Departments, CRAS and SUAS (Unified Social Welfare System).

What are the documents required to apply for the indemnification?

To receive the indemnification, applicants must fill out a form as agreed in court and submit the following documents:

  • Adults: (i) ID; (ii) Social Security Number (CPF); (iii) at least one proof of residence; and (iv) checking or savings account in the applicant’s name. 
  • Minors: (i) ID or birth certificate; (ii) Social Security Number (CPF); (iii) proof of guardianship; and (iv) at least one proof of residence (including proof of enrollment in school).

Which items make up the indemnification?

In an audience at the 6ª Vara da Fazenda Pública, the extension of the payment of emergency aid to those affected by the rupture of Dam I in Brumadinho was approved for another 10 months. The values ​​agreed in February with the parties mentioned above were maintained:​

1 minimum salary per adult, ½ per teenager, ¼ per child. The benefit will be full for people who were proven to live, on the date of the breach, in the communities of Córrego do Feijão, Parque da Cachoeira, Alberto Flores, Cantagalo, Pires and on the banks of the Ferro-Carvão stream, in addition to the people who currently participate in the following support programs developed by Vale: housing, social assistance, agricultural assistance and assistance to local producers.​

Other people who are not included in the above criteria and who received the full emergency payment will receive 50% of the emergency aid.​

Which cities make up the area between Brumadinho and Pompéu?

The area includes Brumadinho, Mário Campos, São Joaquim de Bicas, Igarapé, Betim, Juatuba, Esmeraldas, Florestal, Pará de Minas, São José da Varginha, Fortuna de Minas, Pequi, Maravilhas, Paraopeba, Papagaios, Curvelo and Pompéu.

How can the affected people residing within a 1km radius of the Paraopeba riverbed prove eligibility to the emergency payment?

We will adopt georeferencing methods to identify the residences located within one kilometer from the Paraopeba riverbed.

Is this a donation?

No. This is part of the preliminary agreement and is considered an advance payment to be deducted from the final indemnification due. 

Is this amount cumulative to the donations granted by Vale?

The sums are not related. This amount is part of the indemnification process, not a donation. Vale gave donations to relatives of those affected (deceased or uncontacted people) and to people who resided or carried out productive or commercial activities in the Self-Rescue Zone (ZAS).

Is it possible that the 1-km coverage area along the Paraopeba River will be extended?

This was the coverage area defined in the preliminary agreement and does not prevent persons residing outside this area and who consider themselves affected from claiming the final indemnification.

Does this preliminary adjustment agreement (TAP) include payment of environmental damages?

The sums provided in this preliminary agreement refer only to social and economic damages. Social and environmental damages will be discussed in another process.

Is this agreement part of the indemnification to be granted by Vale?

This agreement was settled within the context of the final indemnification to be provided to those affected.

Will Vale compensate those affected with baskets of staples?

Residents of Córrego do Feijão and Parque da Cachoeira – the communities most affected by the breach – will receive R$ 405.40 corresponding to one basket of staples, for 12 months.

When will the indemnification payment process start?

The monthly payment started on 03/15/2019 for people who live in Parque da Cachoeira and Córrego do Feijão.

Where do I go to do my registration?

New registrations for the payment of emergency compensation to those affected by the breach of dam I are not being accepted since 11/28/2019, date of approval of the extension of payment for another 10 months. ​

I live in one of the cities along the Paraopeba river, between Brumadinho and Pompéu. How do I register?

New registrations for the payment of emergency compensation to those affected by the breach of dam I are not being accepted since 11/28/2019, date of approval of the extension of payment for another 10 months. ​

Will the basket of staples be paid in cash or in food?

The basket of staples will be paid in cash through monthly deposits in the bank account of the Head of each family of the Parque da Cachoeira and Córrego do Feijão communities.

Where do people pick up their basket of staples?

The basket of staples will be paid via bank deposit.

How to prove eligibility to receive the basket of staples?

The corresponding amount will be paid to the head of each family residing in the Córrego do Feijão and Parque da Cachoeira communities, upon delivery of the relevant documentation according to emergency payment registration requirements.

What is the eligibility criterion for receiving the basket of staples?

You must be the head of a family of the Córrego do Feijão or Parque da Cachoeira communities.

Are children born after January 25, 2019 entitled to the indemnification?

All children born after January 25 whose parents provide proof of residence in the eligibility area on the date of the breach are entitled to the emergency indemnification. 

How should you proceed in case you are unable to go to a Registration Center to seek assistance?

You may deliver the documents through a legal representative, through a duly constituted and notarized proxy.

In my community, all documents required for receiving the indemnification have already been collected. Can I also hand over my documents?

If my prior registration has been accepted, as agreed at the hearing on 07/03, do I still need to go to the Registration Center?

No. You do not need to go to the Indemnification Registration Center if all your documents are regularized.

How many days it will take to receive payment?

Vale has 10 working days to evaluate the documentation. As there are no pending documents, Vale has another 10 working days to make the payment, which will be done retroactively.​

Will the communities that have already delivered the required documents receive priority?

We will begin paying the persons from the Parque da Cachoeira and Córrego do Feijão communities whose documents have already been delivered and validated. This is an exceptional case that was agreed with the Judiciary at the hearing on March 7.

Can I also collect documents in my community?

Each eligible person must deliver their documentation at the Indemnification Registration Centers.

How long will the Registration Centers be operating at the communities?

There is no set period of operation of the Registration Centers at the communities. The service will be available according to the demand.

How will the monthly payment process take place? Do I have to go to the Registration Centers every month?

You don’t have to go to the Registration Centers every month. Payment will be deposited in your bank account. Applicants can also contact the centers by phone for any enquiries.

What type of account is required to receive the indemnification payment?

Current account or savings account. Salary accounts will not be accepted.

When will the toll-free service (0800) be available? What services are offered via 0800?

The toll-free (0800) service is available since 18/03. Service hours are 8:00 to 20:00. You can use this channel to schedule appointments and ask questions about the emergency indemnification payment process. The number is 0800 888 1182

When do the Registration Centers start operating?

The Registration Centers’ operating schedule will be announced at the hearing on 21/03. We will announce it once it is validated. The Registration Centers at the Parque da Cachoeira and Córrego do Feijão communities started operating on 20/03.

What’s the channel for enquiries?

You can ask questions at the Registration Centers set up in the cities, on Vale's website or via phone 0800 888 1182.

What are the procedures for on-site assistance at the Indemnification Registration Centers?

You can set up an appointment with the Registration Centers by telephone or on-site. Once you get the appointment, you must bring the required documents to the Indemnification Registration Center on the scheduled date.

Does the indemnification apply to merchants who were directly affected by the breach but did not have a formal up-and-running business?

The persons eligible to receive the emergency indemnification, as per criteria defined in this preliminary agreement, are those who resided in the city of Brumadinho and/or who resided within a 1 km radius of the Paraopeba riverbed, from Brumadinho to the city of Pompéu on the date of the dam breach. There is no specific provision for merchants.

Will the education aid amounts be adjusted annually?

This preliminary agreement does not include education aid. It provides for the payment of one minimum wage per adult, 50% of the minimum wage per adolescent, and 25% of the minimum wage per child, for a period of 12 months. 

What are the service hours of the Registration Centers?

The Feijão Stream and Parque da Cachoeira service desks are open Monday to Friday, from 8am to 5pm. The addresses are: Córrego do Feijão - Nossa Senhora das Dores Street, 104 - and Parque da Cachoeira - Francisco Jorge Diniz Street, 143.
For book delivery and form filling, it is necessary to make an appointment at the Registration Post itself.

I am not a resident of Brumadinho, but I’ve lost a relative. Am I entitled to this indemnification?

This Preliminary Agreement refers only to the advance payment of the indemnification for people who resided in the city of Brumadinho or who resided within a 1km radius of the Paraopeba riverbed, from Brumadinho to the city of Pompéu. Payment of indemnification to other stakeholders will be discussed later.
